Sub-Committee on Deep and Emerging Technology – Terms of Reference

SC-DET serves as the successor to the Subcommittee on Microelectronics and Information Technology (SCMIT). The SC-DET serves as the regional lead for strengthening ASEAN’s capability and responsiveness to transformative technologies. Its mission is to ensure the region remains competitive in the face of rapid technological shifts, such as advancements in computing, artificial intelligence, and next-generation communications. The subcommittee facilitates collaboration between academia and industry to build digital trust and cybersecurity while advancing specialized fields like semiconductor technology and data science. Its broader goal is to create a robust framework for adopting emerging technologies that can be scaled for regional industrial use.

The priority areas of SC-DET for period 2026-2035 are:

  1. Quantum Technology
  2. Next Generation Computing
  3. Future Communications
  4. Digital Trust including Cybersecurity
  5. Advance Semiconductor Technology
  6. Sustainable Systems
  7. Immersive Technology (AR/VR/MR)
  8. Artificial Intelligence (including Foresight Technology)
  9. Advanced Manufacturing (adaptive, robotics)
  10. Data Science
  1. Cross-Sectoral Strategy #1: Strengthening regional capability and responsiveness on emerging and enabling technologies.

The Chairmanship shall be held for two years, from January of the first year to December of the second year. The rotation of the Chairmanship shall follow alphabetical order.

Experts Group on Metrology (EGM) – Terms of Reference & Projects

The ASEAN Committee on Science and Technology (COST) endorsed the recommendation of ASEAN Sub-Committee on S&T Infrastructure and Resources Development (SCIRD) to set up an ASEAN Experts Group on Metrology (EGM) during their 61st Meeting, held on 11-13 May 2011 in Siem Reap, Cambodia.

The purpose of EGM is to develop and promote scientific metrology to underpin the quality infrastructure. This is to enable ASEAN to:

  • advance its single market agenda;
  • enhance ASEAN enterprise participation in global value chains; and
  • support ASEAN enterprise innovation.

The EGM shall perform the following functions:

  1. Identify measurement capabilities necessary to support ASEAN’s priority areas, and a harmonised ASEAN measurement system in conformance to international standards;
  2. Identify measures by which EGM can consistently take in order to sustain metrology development of ASEAN, such as:
    1. Establish sustainable mechanism to share metrological traceability among AMS; and
    2. Support developing National Metrology Institutes (NMIs) to have internationally recognised metrological traceability for their national measurement standards;
  3. Facilitate and accelerate the transfer of the scientific and technology development in Metrology among ASEAN countries and from more advanced regions of the world to the ASEAN region;
  4. Provide technical and in-kind support and assistance in the development and applications of research in Metrology;
  5. Raise awareness on roles and contribution of metrology and quality infrastructure in enhancing competitive capacity and innovative capacity among relevant ASEAN sectoral bodies;
  6. Promote cooperation among EGM members, other ASEAN’s quality infrastructure (QI) bodies (e.g. ACCSQ), and relevant ASEAN sectoral bodies;
  7. Promote cooperation between EGM and regional and international metrology and quality infrastructure organisations, and not duplicate any of the existing initiatives
