Do you find it difficult to build consensus among different sectors? As
a specialist in hydraulic / dam / civil engineering, Prof. Sumi has led
many long-term collaborations across ministries of construction and
foreign affairs, local bureau, and universities, with his counterparts
in Japan and ASEAN. He goes to field surveys and coordinate with the
